    Work Covered by Contract
    Work to be performed under the Contract includes, but is not limited to, the following items, including all ancillary Work, covered further in the Contract:
    
    1. Site access restrictions are as follows: Access to K19 Former Townsite of Trutch (K19) is off of the former alignment of Highway 97 (refer to Drawings 1 and 2).
    2. Neighbouring or sensitive sites restrictions are as follows: There are no pre-existing arrangements for access to K19 from the neighbouring properties. Arrangements for access from the neighbouring properties are the responsibility of the Contractor
    3. Soil classification based on in-situ testing; ex-situ testing may be required as directed by the Departmental Representative.
    4. Treatment of Contaminated Water, will be offsite at an approved water treatment facility. Contractor responsible for transportation of water to the treatment facility.
    5. Excavation of Contaminated Soil as per Drawings. Contractor solely responsible for excavating to Contaminated Material Limits. Excavation Limits on Drawings based on a nominal 1:1 slope for volume estimating purposes only; actual shoring and/or slope requirements responsibility of the Contractor.
    6. Transportation of Contaminated Soil to facilities.
    7. Disposal of Contaminated Soil. All material identified as Contaminated on the Site must be disposed of at a Disposal Facility, including material that has been Treated.
    
    Mandatory Indigenous Benefits Plan:
    Canada has worked successfully in the past to leverage training opportunities, employment and resource building for Indigenous peoples and continues working collaboratively with Indigenous communities on various projects.
    
    Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples. This invitation to tender requires bidders to include a Mandatory Indigenous Benefits Plan to deliver socio-economic opportunities for the Indigenous Peoples and Indigenous Firms of the Halfway River, Blueberry River, Prophet River, and/or Fort Nelson First Nation throughout the duration of the remediation project.
    
    Bidders must submit a compliant bid that meets all the mandatory requirements which includes the mandatory Indigenous Benefits Plan. Failure to meet all the mandatory requirements will disqualify a bid from further consideration
    
    Mandatory Teleconference
    There will be a teleconference on October 8, 2019 at 11:00am PDT.  The teleconference for this project is MANDATORY.  The interested bidder should contact the contracting authority at least 2 business days prior to the scheduled teleconference to request teleconference details.  Bids submitted by Bidders who do not attend the teleconference will be rejected. 
    
    Optional Site Visit
    Contractors are strongly recommended to visit the site prior to submitting a tender for this work and to make enquiries or investigations necessary to become thoroughly acquainted with the site as well as the nature and extent of the work.
    
    There will be a site visit on October 10, 2019 at 1:30pm PDT. Interested bidders are to meet at the entrance of K19 site.
    
    In order to be guaranteed access to the site all persons should have the proper personal protection equipment (safety glasses, footwear, vests and hard hats etc.). Contractor`s personnel/individuals who do not have the proper safety attire may be denied access to the site.
    
    Completion of the Work 
    No later than January 22, 2020. Includes all final Submittals including as-built documents, the Certificate of Completion, and the Statutory Declaration at Final Completion.
    
    Value of Project:
    To assist with bonding and insurance requirements this project is estimated to cost between $1,000,001 to $5,000,000. 
    
    Firms intending to submit proposals on this project should obtain documents through Buyandsell.gc.ca/tenders. Addenda, when issued will be available from Buyandsell.gc.ca/tenders.  Firms that elect to base their proposal on documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid.
