    Description of the Requirement:
    
    Public Works and Government Services Canada (PWGSC) is identified as 
    one of ten Lead Security Agencies for the Government ofCanada (GC). PWGSC provides leadership and coordination activities to help ensure  the application of security safeguards through all phases of the contracting process within the scope of the Industrial Security  Program. 
    
    The portfolio of business applications that support the delivery of Industrial Security Sector's (ISS) services is largely outdated and unsustainable. This shortcoming hinders the ISS’s efforts to meet the expectations of its Industry and Government users and partners. In  order to address this problem, the ISS is seeking to modernize the technological platform that supports its operations through the Industrial Security Systems Transformation (ISST) project.
    
    The scope and intent of the ISST project is to replace the current complement of aging systems supporting the business functions within  the ISS with a unified solution that better addresses the current and emerging needs of Industry and GC.

    Term of the Contract:
    
    It is intended that this solicitation will result in the award of one Contract, for twenty-nine months, plus four irrevocable options allowing Canada to extend the term of the Contract, each for a period  of six months.
    
    National Security Exception (NSE) Notice:
    
    All aspects of this solicitation and resulting contract are subject to the national security exception and are, therefore, excluded from all  of the obligations of the trade agreements.
    
    Security Requirement:
    
    There is a security requirement associated with this solicitation. 
    
    Bidders’ Conference:
    
    A bidders’ conference will be held at Place du Portage, Phase IV, 11 
    rue Laurier, Gatineau, Québec, on May 5th,2017, from 09:30 EDT to 12:00 EDT, in room #10 of the Conference Centre.  Alternatively, details to attend the bidders’ conference via WebEx will be provided, upon request to the Contracting Authority. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend  to submit a bid attend or send a representative.
    
    Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide,   in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than 28 April 2017.
    
    Any clarifications or changes to the bid solicitation resulting from 
    the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
