Bidders interested in submitting a response to this Request for Supply Arrangement (RFSA) solicitation can access the RFSA documentation directly from this Public Works and Government Services (PWGSC) Notice of Proposed Procurement (NPP) publication. SECURITY REQUIREMENT: Before issuance of a Supply Arrangement (SA) the bidder must hold a valid Designated Organization Security (DOS) clearance granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. ProServices will sponsor any organization that requires security clearance and is interested in submitting a bid in response to this solicitation. BACKGROUND: ProServices is a mandatory method of supply for professional services (both IT and Non-IT) valued below the North American Free Trade Agreement (NAFTA) threshold. These supply arrangements offer departments across Canada the flexibility to either direct contracts to pre-qualified ProServices suppliers for requirements below $25,000, or to compete requirements valued up to the NAFTA threshold by inviting a minimum of 2 pre-qualified suppliers. This re-competition encourages all bidders, including those who received a supply arrangement under the previous original competition solicitation, to submit a bid in response to the re-competition bid solicitation in order to continue to provide services under its resulting Supply Arrangements. Existing suppliers from the: 1) Task Based Informatics Professional Services (TBIPS), 2) Task and Solutions Professional Services (TSPS (task based only), 3) Alternative Dispute Resolution Services (ADR) (applicable for this re-competition process only) who have been awarded either a Standing Offer or Supply Arrangement may grandfather their awarded categories into ProServices providing all other mandatory requirements specific to the ProServices solicitation have been met. These suppliers are still required to download the RFSA document from the Buy and Sell Tenders site, and enter and submit their information into the Centralized Professional Services System (CPSS) Supplier Module - Data Collection Component (DCC). REQUIREMENT: This solicitation will serve to re-compete the ProServices method of supply through a Request for Supply Arrangement (RFSA) process completed through the Centralized Professional Services System (CPSS) ePortal. The professional services that ProServices covers can be found at this link: http://www.tpsgc-pwgsc.gc.ca/app-acq/sp-ps/vltcat-strmcat-eng.html and includes a total of thirteen Streams, as follows: IT Streams (mirrored from TBIPS) Stream 1: Application Services Stream 2: Geomatics Services Stream 3: IM/IT Services Stream 4: Business Management Services Stream 5: Project Management Services Stream 6: Cyber Protection Services Stream 7: Telecommunications Services Non-IT Streams (mirrored from TSPS) Stream 8: Human Resources Services Stream 9: Business Consulting/Change Management Stream 10: Project Management Services Stream 11: Real Property Project Management Services Stream 12: Technical Engineering and Maintenance Services (TEMS) NEW! Non-IT Stream Stream 13: Alternative Dispute Resolution (ADR) Services The resulting Supply Arrangements will remain valid until such time as Canada no longer considers them to be advantageous to use them. PWGSC reserves the right to choose to proceed with a different procurement vehicle for the requirement if it considers such action appropriate. Each bid may result in a Supply Arrangement (SA). The period for awarding contracts under the Supply Arrangement begins on the start date of the Supply Arrangement. SET-ASIDE PROGRAM FOR ABORIGINAL BUSINESS: Part of this procurement may be designated by one or more Identified Users as set-aside under the federal government's Procurement Strategy for Aboriginal Business (PSAB). In these specific cases, (i) the procurement is set aside from the international trade agreements under the provision each has for set-asides for small and minority businesses, and (ii) as per Article 1802 of the AIT, the AIT does not apply. COMPREHENSIVE LAND CLAIMS AGREEMENTS (CLCA): This solicitation is a Request for Supply Arrangement to satisfy Canada's requirement for the provision of ProServices to locations throughout Canada, excluding any locations in areas subject to any of the Comprehensive Land Claims Agreements. LOCATION OF SERVICES: Definitions of the Remote / Virtual Access, Regions and Metropolitan Areas that can be found at the following link: http://www.tpsgc-pwgsc.gc.ca/app-acq/spc-cps/dznrrm-dnzrma-eng.html are incorporated by reference into any resulting supply arrangement. The resulting supply arrangements may be used to provide services for the following locations: REGIONS: METROPOLITAN AREAS • Atlantic: Halifax, Moncton • Québec: Montreal, Québec City • Ontario: Toronto • Western: Calgary, Edmonton, Saskatoon, Winnipeg • Pacific: Vancouver, Victoria • National Capital: National Capital Region • Remote / Virtual Zone OFFICIAL LANGUAGES The services to be provided will be delivered in one or both of the two official languages of Canada according to the requirements of the Identified User. CENTRALIZED PROFESSIONAL SERVICES SYSTEM (CPSS): Suppliers wanting to submit a bid and who are not already enrolled in CPSS are required to enroll into the Supplier Module of the PWGSC Centralized Professional Services System (CPSS) e-Portal to obtain an account. Suppliers must submit their bid electronically through the Data Collection Component (DCC) within the Supplier Module of the CPSS e-Portal by the closing date and time of this solicitation. ProServices no longer requires a bidder to provide a hard copy of their submission through the Bid Receiving Unit (BRU). During the course of the evaluations, Bidders will be requested to provide information as deemed necessary by ProServices in order to fully evaluate the bidder’s electronic submission.
