WORK DESCRIPTION
Parks Canada intends to engage the services of a general contractor to carry out the implementation of the Fort Lennox Barracks Conservation Project, Lot 2.
The work defined in the drawings and specifications that are the subject of this contract includes but are not limited to:
1.Execute all interior demolition work by making sure to protect all preserved items;
2. Replacement of the electrical and mechanical systems;
3. Execute all interior works: erection of the walls, doors, frames and hardware, wall finishes, ceilings and floors, etc.
4. Execute all architectural woodwork and preserved items renovations;
5. Execute, according to Engineer and Architect instructions, the scaffolding fixation and the other temporary structure necessary during the works;
6. Fix the existing wood windows, paint them, and replace the missing sliding windows and loopholes;
7. Execute various reparation inside the building including, without limitation, the dismantling and the reassembly of bricks pillars, replacement of bricks displaced and cracks reparation in the bricks wall and ceilings
8. Execute excavation and related work linked to the alarm system allowing the connection between the barrack panels to the Officers’ quarters;
9. If applicable, include all measures described in Englobe's expertise report for works involving materials that may contain asbestos and paints that may contain lead.
10. Small work of structure for the highest section of the ground floor.
OPTIONAL SITE VISIT
It is recommended that the Bidder or a representative of the Bidder visit the work site.
Interested bidders are to meet on June 27, 2019 at the Parking of the reception of Fort Lennox , Fort-Lennox National Historic Site, 1 61e Avenue, Île-aux-Noix, Québec, J0J 1G0.
The site visit will begin at 13:30AM.
Bidders are requested to communicate with the Contracting Authority no later than June 26, 2019 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
ENQUIRIES
All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION:
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.

To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.
PERIOD OF CONTRACT / DELIVERY DATE
The Contractor shall perform and complete the Work by October 2, 2020.
MANDATORY CRITERIA
Bidders must demonstrate with their bid that they meet the mandatory requirements. Refer to Appendix 3 for details.
SECURITY REQUIREMENT
There is a security requirement associated with this bid solicitation.
New personnel security clearance requests will require mandatory fingerprints to initiate the criminal record check. The validity of an existing personnel security clearance issued by the Government of Canada is not affected by the change in the criminal record check process. Applicants who require a personnel security clearance are responsible for all costs associated with fingerprinting.
