Environment Canada (EC) is undertaking a multi-year project to rejuvenate its network of meteorological radars. The network consists of 31 radars overall, including the system currently owned and operated by McGill University and 2 systems belonging to the Department of National Defence. Of this network, one-third is modern enough to be upgraded to dual-polarization technology. Two-thirds of the network are obsolete and must be replaced. The requirement is to replace approximately twenty of the existing weather radar network and related infrastructure by the spring of 2023. Dual-polarized technology will be used throughout a mixed network of C and S-Band radars, exploiting the strengths of each band across Canada's varied climatology. The purpose of this Letter of Interest (LoI) is to provide industry with advanced notice of our intentions to move quickly on a Request for Proposal (RFP), including an aggressive industry engagement process. EC anticipates that industry will not have an "off the shelf" solution that will meet our requirements, and will therefore require sufficient time to investigate and prepare for the engagement and bidding process. The Industry Engagement Process will consist of Industry Days, One-on-one meetings. Details on proposed procurement approach and information on how to register for the Industry Days and One-on-One Industry Meetings will be provided in an upcoming notice.
