To stay up to date on the status of specific procurements, please consult Buysandsell.gc.ca. *********************************************************************************************************************** THIS PROCUREMENT CONTAINS A SECURITY REQUIREMENT AND A COVID-19 VACCINATION REQUIREMENT REQUEST FOR PROPOSAL (RFP) SCOPE OF WORK: Public Works and Government Services Canada (PWGSC) intends to retain a Civil Engineering consulting firm with an expertise in bridge engineering in the capacity of Prime Consultant, supported by a multidisciplinary team of Sub-Consultants as necessary, for the replacement of Burlington Canal Lift Bridge Deck in Burlington, Ontario. The Prime Consultant, supported where necessary by a multidisciplinary team of Sub-Consultants, shall provide full professional engineering and technical services to review all of the related documentation, recommend further examination as required, preparation of design, construction tender documents, construction and contract administration including resident site services, cost, scheduling and project control, and risk management services for the complete replacement of the main span deck and the rehabilitation of the approach span decks of the Burlington Canal Lift Bridge (BCLB). RFP DETAILS: The Request for Proposal (RFP) is a single submission process. The criteria used in the evaluation process will relate to the achievements of Proponent on Projects, Achievements of Key Sub-consultants and Specialist on Project, Achievements of Key Personnel on Project, Understanding of the Project, Scope of Services and Management of Services, Design Philosophy, Approach and Methodology, and cost of services and is more fully detailed in the Solicitation document. Proposals will be evaluated for both technical content and price. The price section of all responsive proposals that achieved the minimum total Technical Rating are opened upon completion of the technical evaluation. The proposal rankings will be based on 90% for technical evaluation and 10% for price. Firms interested in providing these services may download the Request for Proposal documents which are distributed through the Government Electronic Tendering Service (GETS). Standard Terms and Conditions for this procurement are incorporated by reference into, and form part of the Tender and Contract Documents. The Standard documents are issued by Public Works and Government Services Canada and may be viewed on buyandsell.gc.ca. In all cases bidders must indicate in the space provided on the Proposal Form the identification number(s) of the amendment(s), if any, that they have taken into consideration for their bid. ESTIMATED CONSTRUCTION CONTRACT VALUE: The Class D estimate for Construction Cost Limit is $ 12.97M (Applicable Taxes extra). SECURITY REQUIREMENT This procurement contains a security requirement. Proponents are advised that as detailed in Supplementary Instructions to Proponents (SI) 6 - Security Requirement. 1. Before award of a contract, the following conditions must be met: (a) the Proponent must hold a valid organization security clearance as indicated in Supplementary Conditions SC1; (b) the Proponent's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicated in Supplementary Conditions SC1; (c) the Proponent must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites. COVID-19 VACCINATION REQUIREMENT This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel. Failure to complete and provide the COVID-19 Vaccination Requirement Certification as part of the bid will render the bid non-responsive.
