Canada anticipates releasing a draft RFP on buyandsell.gc.ca in September 2018 for industry feedback. ___________________ Amendment no 23: This amendment is raised to provide an update on the estimated release date of the draft RFP. ________________________ Amendment no. 22: This amendment is raised to provide the Power Point presentation of the Contract Terms and Conditions and the Basis of Payment for the upcoming HCCS Industry Working Group session #3 scheduled for 26 October 2017. See attachment section. _____________________ Amendment no.21: Based on Industry Feedback received at the last HCCS Working Group Session on 12 October 2017, and subsequent one-on-one sessions, Canada has decided to modify the format of the third HCCS Working Group Session planned for 26 October 2017. ________________________ Amendment no. 20: This amendment is raised to provide the following documents for the HCCS Industry Working Group Session scheduled for 12 October 2017. They are located in the attachment section. - Presentation (Bid Eval Plan and ITB/VP) - Draft Financial Bid Presentation Sheet - List of participating companies from the first Industry Working Group Session held on 26 September 2017 ______________________ Amendment no. 19: Based on Industry Feedback received at the first HCCS Working Group Session on 26 September 2017, Canada has decided to modify the format of the second HCCS Working Group Session planned for 12 October 2017. ___________________ Amendment no. 18: This amendment is raised to provide the following documents for the HCCS Industry Working Group session scheduled for 26 September 2017. They are located in the attachment section. - Presentation - Draft Performance Work Statement (PWS) - Draft Data Item Descriptions (DIDs) - Draft Performance Requirements Specification (PRS) ______________________ Amendment no. 17: The purpose of this Letter of Interest (LOI) is to invite all interested suppliers to attend Working Group sessions for the Halifax-class Combat Systems In-Service Support project. The intent of these sessions is to assist the Government of Canada in developing key aspects of the future competitive Request for Proposal (RFP) and the resulting contract by providing advice, information and recommendations. _____________________ Amendment no. 16: This amendment is raised to provide an update on the Halifax-class Combat Systems In-Service Support project. ___________________________ Amendment no. 15: This LOI/RFI is being extended until 29 June 2018. _________________ Amendment no. 14: Canada will meet with suppliers who are pre-registered for the HCCS In-Service Support One-on-One sessions to give Industry an opportunity to share their perspective on the HCCS Invitation to Qualify process and provide additional information in response to questions posed by Canada. _______________________ Amendment no. 13: This amendment is issued to provide an update on the HCCS project. Despite the Invitation to Qualify (ITQ) beingcancelled, Canada is considering its options to obtain support for the HCCS equipment group. Can ada intends to have additional consultation sessions with Industry in the near future. Please continue to monitor this HCCS Request for Information (RFI) on buyandsell.gc.ca for future updates on the consultation process. ________________________ Amendment no. 12: This amendment is issued to provide a draft Value Proposition and scoring methodology for consideration and industry comments (attachedas a separate document). _____________________ Amendment no. 11: This amendment is issued to provide responses to questions raised by Industry on the draft Invitation to Qualify request for feedback which closed on 20 January 2017. ____________________ Amendment no. 10: This amendment is raised to respond to additional questions raised by Industry on the draft Invitation to Qualify request for feedback which closedon 20 January 2017. _______________________ Amendment no. 09: This amendment is raised to address questions orcomments raised by Industry on the draft Invitation to Qualify request for feedback which closed on 20 January 2017. Canada expect torelease the Invitation to Qualify in early March 2017. __________________________ Amendment no. 08: This amendment is raised to answer questions posed by Industry during the One-on-One sessions held on December7th to 9th, 2016. _________________________ Amendment no. 07: This amendment is raised to requestfeedback from industry on the draft Invitation to Qualify (ITQ) for the In-Service Support of the Halifax-classCombat Systems. ___________________________ Amendment no. 06: This amendment is raised to issue the list of organizations that participated in the HCCS Industry Day held in Gatineauon December 6th, 2016, as well as to provide an updated copy of the Presentation deck. __________________________ Amendment no. 05: This amendment is raised to issue acopy of the Presentation Deck for the upcoming Industry Day. ______________________________ Amendment no. 04: The purpose of this Letter of Interest (LOI) is to invite all interested suppliers to anIndustry Day to be held on December 6, 2016 inGatineau, Québec. The Industry Day will provide background in formation on the Halifax-class Combat Systems In-Service Support (HCCS ISS) requirement and enable Canada to obtain Industry input on the proposed procurement solution. Additionally, Canadawill meet with suppliers who are pre-registered for th e HCCS ISS One-on-Onesessions (December 7th and 8th, 2016) to give Industry an opportunity to share their knowledge and provide additional in formation in response to questions posed by Canada. __________________________ Amendment 3 is raised to advise Industry that Canada is extending the response date for Annex 4 to November4th 2016. Canada is also planning onhaving an Industry Day in early December 2016. More details to foll ow. _____________________________ Amendment no. 02 is raised to provide Industry with clarifications on the required response dates for Annexes4 and 5. ______________________________ This amendment is raised toadd the Response Template in Excel format. ________________________________ REQUIREMENT: The Department of National Defence (DND) has a requirement to establish an In-Service Support Contract (ISSC) for sixsystems in the Halifax-class Combat Systems (HCCS) Equipment Group. The Royal CanadianNavy (RCN) currently operates twelve (12) Halifax-class ships and intends to operate them until their estimated end of life in 2036. The HCCS Equipment Group is an integral component of the Halifax-class ships and will require In-Service Support within this expected life span. TheHCCS Equipment Group comprises the following: • 3D Radar System SMART-S (OEM: Thales, Netherlands); • 2D Radar SystemSG-180 (OEM: SaabMicrowave, Sweden); • Navigation Radar NSC-26 (OEM: Raytheon Anschuetz, Germany); • Fire Control System CEROS200 (OEM: Saab Systems, Sweden); •Identification Friend or Foe System MK XIIA (OEM: Telephonics, USA); • NS9003A-V2HC Electronic Support Measures (OEM Elisra, Israel; l icenced Canadian Repair Facility is Lockheed Martin Canada); and, • Associated Test Equipment and Training Aids. DESCRIPTION: As the project progresses towards a formal Requestfor Proposal (RFP), this RFI will provide a continuous single point of official communication with industry. This initial RFI release is to: a) Request industry feedback on the draft Statement of Objectives, the draft Performance Work Statement and the draft Performance Requirements Sp ecification. Note the Appendices andAttachments referenced in these draft documents will not be released with this RFI. b) Request industry feedback on the draft Industrial and Technological Benefits and Value Proposition (ITB/VP) approach. c) Request that industry provides answers to the questions listed in Annex 4 using the Excel template provided.
