BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Ontario Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to SI06 Submission of Bid for additional details. Bidders should also note the requirements set out in SI05 Bid Security Requirements and that only electronic bid bonds will be accepted as bid security. A scanned copy of a bond does not constitute an electronic bond. Certified cheques, bank drafts, standby Letters of Credit and hard copy bid bonds will not be acceptable. BIDDERS ARE NOT PERMITTED ON PROJECT SITE LOCATION OR CONTACT THE OWNER. ANY REQUEST OR INQUIRIES TO BE DIRECTED TO THE CONTRACTING AUTHORITY. Public Services and Procurement Canada (PSPC), Real Property Contracting, on behalf of Department of Fisheries and Oceans have a requirement for a new search and rescue station located at 114 Division St. Cobourg, Ontario. All work shall be in accordance with Drawings and Specification Project No. R.084112.005. SCOPE OF WORK The project involves the construction of a new Canadian Coast Guard (CCG) Search and Rescue (S&R) station with an approximate gross area of 290 m², to replace the existing station located in Cobourg, Ontario, on the north shore of Lake Ontario. The project comprises of constructing the following: •Residence / Operations building. •Garage / Workshop (attached to Residence). •Site Work. The proposed work calls for: 1.Demolition and removal of the existing residence and office/storage buildings and remaining site elements, including concrete driveway and walkways, decks and porches, capping of abandoned services below grade, removal of existing foundations and surface paving to road edge. 2.Construction of a new two-story residence/office with attached garage/workshop. 3.Connections of new services - water, sewer, power - to existing site services. 4.Installation of chain link fence, rolling chain link vehicle gate and swingman gate to complete full enclosure of residence/office portion of site. Repair of existing fence areas removed to facilitate construction. 5.Installation of walkways connecting building to existing hard surface public pier access road, dock and parking areas. 6.Installation of wall mounted lighting to illuminate all entrances and walkways. 7.Installation of a new in ground lawn irrigation system. 8.Landscaping including planting of low maintenance shrubs/trees in planting beds. Re-establish sod areas damaged due to construction activity. PROJECT VALUE The estimated cost for this project is between $1,000,001 to $5,000,000 HST extra. CONSTRUCTION TIME The Contractor shall perform and complete the Work within 52 weeks from date of notification of acceptance of the offer. SITE VISIT No site visit for this project. CHANGES OR CLARIFICATIONS Any changes or clarifications will be included as an amendment to the bid solicitation. MANDATORY REQUIREMENTS Bidders must meet all the mandatory requirements specified in the tender document. Failure to comply with any or all the mandatory requirements will render the bid non-compliant and no further consideration will be given to the bid.
